Bachelor of Law with Specialization in International Law at the Universidad de las Américas-Puebla, I also studied in the University of Salamanca where I completed my Ph.D. in the Department of Law with the thesis: “The crime of piracy and the principle of universal jurisdiction”, in which I propose different alternatives to prevent and prosecute maritime piracy, including an adoption of an international convention against piracy. I have legal expertise in different types of law including litigation, international public law, international criminal law, human rights, maritime law and universal jurisdiction regulations. For instance, as a Director of Human
Rights I implemented, in collaboration with Physicians for Human Rights, “The Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment” in Mexico City in 2006. Correspondingly, as a civil servant, I implemented, in the same period, precautionary measures from the United Nations to prevent violations of human rights in Mexico City. Similarly, when I was a Director of Conciliations of Proposals and Recommendations, I planned and built up the office of investigation of serious crimes and human rights violations allegedly committed by officers of the police department (Dirección de Turno) in Mexico City in 2004, which is still open and operating at the General Attorney´s Office (PGJDF) until the present time. In the same way, in 2004, I was appointed as Adviser of the Mexican government at the Inter-American Commission of Human Rights and Inter- American Court of Human Rights, located in Washington, D.C. and San José, Costa Rica, respectively, where I handled several international cases successfully. Full-time professor at UDLAP.
