Luis Felipe Luna-Reyes is a Professor of Business at the Universidad de las Américas-Puebla in México. He holds a Ph.D. in Information Science from the University at Albany. Luna-Reyes is also a member of the Mexican National Research System, which is a peer-reviewed accreditation with the objective of recognizing researchers on the Country on the basis of their productivity and contribution to the creation of knowledge. He has also been a Fulbright Scholar as a visiting researcher at the Center for Technology in Government. His work in the last years has been related to two areas, modeling and simulation and information sharing and use in government. Some of his publications are about methodology, proposing methods and approaches to build more relevant and rigorous simulation models. Some other articles are associated with the area of information use in government or digital government. Finally, some others are in the intersection of both areas, proposing models describing recursive processes that play a key role in the success of projects and policies in digital government. Luna-Reyes research projects combining these approaches include inter-organizational collaboration, information sharing, information systems development, success of government-wide Web sites, digital divide policies, and recently, information policy to promote economic exchange in the NAFTA region. Some of this research projects have been funded through research grants under competitive processes from the National Science Foundation, CONACYT (Mexican equivalent to the National Science Foundation) and the UN Economic Commission for Latin America and the Caribbean (ECLAC). Luna-Reyes has been engaged in the creation of research collaboration and networks, and currently he is co-chair of an International Research Group with members from Canada, the United States and Mexico. This effort is partially funded by a grant from the US National Science Foundation, CONACYT, and the host institutions of group members. The group is involved in studying information sharing issues in the Mexico-US and US-Canada border regions, and also in the exploration of information architectures and policies to promote commercial exchange in the NAFTA region. This last project in particular is looking for information investments, standards, and policy changes that leverage free market principles to supplement a regulation-based approach to expanding the market share of products traded within the NAFTA region that conform to fair labor and environmental standards promoted by NAFTA.He has taught more than a dozen courses at the undergraduate and masters level, as well as in executive education, including courses on Information Management, Modeling and Simulation, Knowledge Management and Learning Organizations, Systems Thinking, Decision Making, Information Decision Systems, Information Technology, Quantitative Analysis (including Statistics), Information Technology, and E-Business.
